'Geographic Luck" is responsible for the "Haves" and "Have nots" because if someone lives on a place that has a lot of oil, they can sell that oil to other places and become rich. If a place has nothing to offer to other countries they won't be selling anything, just buying things, if they can afford them. Also, if a place has the area to farm they can grow crops, and other places may not be able to grow anything.
